Live from Kyoto: Optical Sciences Short Courses
On November 15 and 16, OSC will launch a new venture with the presentation of a series of three one-day short courses, live from the New Miyako Hotel in Kyoto, Japan. In addition to the live courses, two half-day courses will be taught from DVD and supplemented with a live question-and-answer section by phone/video link to the U.S.A.
The program begins on the 15th with two full-day introductory courses: Russell Chipman's Introduction to Optical Polarization and John Greivenkamp's Geometrical Optics. On the 16th, Russell Chipman will teach an intermediate level full-day course: Polarization in Optical Design. Also on Friday, two DVD courses will be presented: Jose Sasian's Optical Design with Mirrors and Jim Wyant's Introduction to Interferometric Optical Testing.
The courses will be taught in English and notes will be provided in both Japanese and English. Participants will receive a certificate of completion at the conclusion of each course.
OSC maintains close relationships with the international optics industry, including special ties with many Japanese companies, so this unique opportunity to bring optics short courses to our colleagues in Japan is a very welcome addition to our educational catalog.
Arthur H. Guenther Congressional Fellowship 2008-2009
From Angela Stark, Public and Government Relations Coordinator, OSA. The Optical Society of America (OSA) and SPIE co-sponsor a congressional fellowship program providing members with an invaluable opportunity of public policy learning. Fellows gain a perspective that enhances their industrial, academic or government careers and the optics community’s ability to more effectively communicate with Congress. The Fellowship is an ideal way to spend an academic sabbatical or leave of absence from a company.
A Unique Opportunity: The Arthur H. Guenther Congressional Fellow works in the office of a U.S. Senator or Representative or with a congressional committee to get first-hand knowledge of congressional operations, contribute to the policymaking process, and forge links among the engineering, scientific, and public policy communities.
Term: Fellowships are normally for one year, running September 2008 through August 2009. The Guenther Fellow will join more than two dozen other scientists and engineers in early September 2008 for an intensive orientation program on the legislative and executive branches. This program is organized by the American Association for the Advancement of Science (AAAS), which also provides educational and collegial programs for the Fellow throughout the year. Following interviews on the Hill, Fellows choose a congressional office – personal or committee staff – where they wish to serve. Fellows are expected to handle varied assignments, both technical and non-technical, including but not limited to conducting legislative or oversight work, assisting in congressional hearings and debates, preparing briefs and writing speeches.
A stipend of $55,000 is provided by OSA and SPIE, and additional support from other sources, such as a present employer, is permitted. The societies also provide an allowance for health insurance, travel, and relocation expenses to the Washington, D.C. area. Final selection of the Fellow will be made in March/April 2008 after personal interviews are conducted.
Qualifications: Fellows are evaluated on the basis of technical competence, responsible work experience, ability to serve in a public environment and evidence of service to OSA, SPIE and the profession. Prospective Fellows must have a Ph.D. or equivalent doctoral level degree by program orientation (September 2008); significant familiarity with optical engineering or science disciplines; a working understanding of the optical engineering and science communities; and demonstrated interest in the United States public policy process. Although prior experience in public policy is not necessary, a demonstrable interest in applying science and engineering to the solution of United States policy issues is required. Federal employees are not eligible. Applicants should have excellent interpersonal and communication skills and possess the flexibility to tackle a variety of work. Specifically excluded as selection criteria are age, sex, creed, race, ethnic background, and partisan political affiliation.
Application: Applications must be submitted by Wednesday, January 9, 2008. Candidates should submit the following materials: A detailed resume or curriculum vitae providing information about educational background, professional employment and activities, professional publications and presentations, public policy and legislative experience and committee and advisory group appointments. A statement of approximately 1,000 words addressing the applicant's interest in the fellowship, career goals, contributions the applicant believes he or she can make as an Guenther Fellow to the legislative process and what the applicant wants to learn from the experience. Three letters of reference sent directly to the address below, specifically addressing the applicant's ability to work on Capitol Hill as a special legislative assistant.
Send all application materials to: Arthur H. Guenther Congressional Science and Engineering Fellow Program, c/o Angela Stark, Optical Society of America, 2010 Massachusetts Ave. NW, Washington, DC 20036. Office: 202.416.144. Email: astark@osa.org

Activities may involve, but are not limited to conducting legislative or oversight work, assisting in congressional hearings and debates, preparing briefs and writing speeches. The Fellow also attends an orientation program administered by the American Association for the Advancement of Science (AAAS) on congressional and executive branch operations, which includes guidance in the congressional placement process, and a year-long seminar series on science and public policy issues. The AAAS also administers many other aspects of the program for the OSA/MRS Fellow, as well as other Fellows sponsored by approximately two dozen other scientific societies. Criteria: A prospective Fellow must have a record of success in research or scholarship in a field relevant to optical and/or materials science and technology. The Fellow must also demonstrate sensitivity toward policy issues and have a strong interest in applying scientific and technical knowledge to United States public policy issues. Grants for Scholars and Scholarships for Students
From Alain Tremeau, University of Saint Etienne. The University of Saint Etienne and three other European universities have been approved by the EU to deliver a new two years master programme entitled Color in Informatics and Media Technology (CIMET) within the Erasmus Mundus programme. This is a very prestigious programme and it is a great achievement for these four universities to be a part of it.This is a recognition of the academics' hard work and continuous efforts to develop a high quality master programme within the field.
The Erasmus Mundus programme is a co-operation and mobility programme at high-quality master or doctorate level. Universities and university colleges unite in a consortium to offer a joint degree. The University of Saint-Etienne (France, coordinator) will offer the Master programme Color in Informatics and Media Technology (CIMET) together with the Gjøvik University College (Norway), the University of Granada (Spain) and the University of Joensuu (Finland).
Our consortium invites you or your colleagues to conduct research in one of the following fields: Color image capture, devices and processing; Spectral color science; Technologies and models for multi-media systems during three months in one of our four universities. Four grants of 13.000 Euros are proposed. As Scholar you will contribute to the teaching of one compulsory course or one optional specialization course among the set of courses proposed (See http://www.master-erasmusmundus-color.eu).
Our consortium invites you to promote this master programme in your institution.. We invite your best students to apply for this master. To qualify for admission, applicants must have a Bachelor’s degree in computer science, physics or mathematics. Admission will be based on academic excellence. 12 students from EU countries will be admitted and 18 students from outside EU. Scholarships (21.000 Euros by year for non EU students) are provided for students from both groups. The study programme starts autumn 2008. This master programme is broadly interdisciplinary, encompassing photonics, computer vision and imaging science, computer science and media technology as a mix of relevant theoretical and practical knowledge. All courses will be given in English. The programme requests high mobility, but it is possible to mainly study in one host university and attend only one semester in another university.
